Putin’s Envoy Holds ‘Constructive’ Talks In Washington On Ukraine Peace And Postwar Energy Deals

Russian RDIF sovereign wealth fund head Kirill Dmitriev, one of President Vladimir Putin’s top emissaries, traveled to Washington on Monday for talks with US officials aimed at ending the war in Ukraine and laying the groundwork for postwar energy cooperation between the United States and Russia.

A US official confirmed that Dmitriev held “constructive” discussions with representatives from the Treasury Department and the Energy Department. Sources familiar with the preparations described the meetings in similar terms.

The visit follows an accelerating pace of high-level US-Russian diplomatic contact. Earlier this month, Trump envoys Steve Witkoff and Jared Kushner traveled to Moscow for direct meetings with Putin. Last week, President Trump met with Ukrainian President Volodymyr Zelensky on the sidelines of the UN General Assembly in New York, where Zelensky said the two discussed a potential ceasefire targeting energy infrastructure.

Dmitriev was in Washington, the US official said, “to continue constructive discussions on a peaceful resolution to the Russia-Ukraine conflict and possible US-Russia energy initiatives after the war ends.”

Energy At The Center Of Postwar Planning

The framing of the talks around energy is significant. As both a humanitarian pressure point during the conflict and a commercial and geopolitical prize in the postwar period, energy has become one of the central variables in any potential settlement architecture. Russia remains one of the world’s largest energy producers. The prospect of reintegrating Russian energy exports into Western markets, under American-mediated terms, would reshape global energy pricing and reduce European dependence on alternative suppliers.

Why Dmitriev

Dmitriev is a natural interlocutor for this dimension of the talks. He has led the RDIF since its founding in 2011, an institution established specifically to attract foreign investment into Russia and which has historically served as a working channel between Moscow and Western financial institutions. Dmitriev maintained relationships with Western investors and officials long after most formal contacts were severed following Russia’s 2022 invasion of Ukraine. His presence in Washington signals that both sides see value in working through established back-channel relationships rather than constructing new ones from scratch.

Where Things Stand

No timeline for further talks or a formal negotiating process was announced. The discussions remain exploratory, with significant gaps persisting between Russian and Ukrainian positions on territorial questions, security guarantees, and the status of occupied territory. The Dmitriev visit represents a continuation of a diplomatic track that has been running in parallel to the military conflict — but it does not yet constitute a formal peace process.
