According to classified documents leaked by Airman Jack Teixeira, Ukraine’s military intelligence, known as HUR, was planning large strikes inside Russian territory in February but delayed the attacks due to pressure from the U.S.
A leaked report from the National Security Agency, HUR top official Maj. Gen. Kyrylo Budanov told one officer “to get ready for mass strikes on 24 February… with everything the HUR had.” The original date of the attack was the one-year anniversary of Russia’s invasion of Ukraine.
The U.S. has been spying on Ukrainian officials throughout the war and became aware of Budanov’s intentions. A CIA report dated February 22, stated that the HUR had “agreed, at Washington’s request, to postpone strikes.” It was unclear what means the U.S. used to pressure Zelensky to delay the operations.
While Ukraine has conducted small drone strikes and other forms of sabotage inside Russian territory throughout the war, it remains unknown what Budanov meant by “mass strikes,” according to Zerohedge. One plan reportedly involved using TNT to strike the port city of Novorossiysk on the Black Sea.

The leaked documents indicate that the U.S. pressured Kyiv to postpone the operations out of concern that Russia would respond with an escalation. However, there are also indications that Washington has helped Ukraine conduct other attacks inside Russia.
NATO military sources revealed that Ukrainian drones had used U.S. satellite GPS data to strike targets at airfields deep inside Russian territory in December. The Biden administration refuted NATO’s comments and insisted that the U.S. did not “encourage nor enable” the drone strikes.
Other leaked documents have revealed that Zelensky intends to use long-range U.S. weapons to strike targets inside Russia, despite assurances to Washington and its Western allies that he wouldn’t use long-range weapons for such attacks.
The report also noted that Zelensky “expressed concern” that Kyiv did not have long-range weapons capable of hitting Russian targets in Rostov. Those concerns were expressed during a conversation between Zelensky and Ukrainian Commander-in-Chief Valeriy Zaluzhny and another unknown official.
