Something is very wrong inside the Zelensky regime — and the streets of Kyiv are now proving it.
On September 2, armed personnel from Ukraine’s two most powerful intelligence services — the SBU (Security Service of Ukraine) and the GUR (Military Intelligence Directorate) — opened fire on each other in a Kyiv residential neighborhood. One GUR officer is dead. Two others were wounded. Zelensky called it “absolutely shameful” and ordered a full investigation. He can call it whatever he wants. What it actually is, is a symptom of a regime rotting from the inside.
Here is what triggered it. The SBU arrested Stepan Kaplunov, deputy commander of the Russian Volunteer Corps — a unit of Russian citizens fighting for Ukraine that operates under GUR command. The SBU claimed it had intelligence linking Kaplunov to Russia’s FSB and an alleged plot to assassinate a Russian opposition figure. GUR called the detention illegal and said the SBU was applying political pressure to its personnel. When SBU officers attempted to search an apartment used by Kaplunov’s unit, fellow Russian Volunteer Corps fighters refused, summoned armed GUR reinforcements, and a standoff ensued through the night. By morning, shots had been fired. One man was dead.
The Washington Examiner, citing two Ukrainian intelligence sources, described the breakdown plainly: “It is chaos, complete chaos.”
Then it gets more interesting.
Days after the shootout, a drone struck the central SBU headquarters building in Kyiv. Zelensky immediately blamed Russia, promised a “mirror response,” and provided specific details about the strike with unusual speed. But analysts and monitoring resources noted something odd: no air raid alert was declared in Kyiv at the time of the strike, and no other Russian drones were detected over the region. Russia typically strikes in swarms. This was a single drone. There was no Geran-pattern attack. And Ukrainian public pages were posting footage from the strike site in real time — despite official prohibitions on doing so.
The question now circulating — and it is a legitimate one: did GUR hit the SBU building?
It cannot be confirmed. But the sequence — GUR officer killed in SBU custody dispute, then a precision drone strike on SBU headquarters with no air raid warning and no accompanying Russian attack — is not a sequence anyone in the Western press wants to examine honestly. The narrative requires Ukraine to be a unified, democratically-functioning state deserving of unlimited Western support. A shooting war between its own intelligence services, potentially followed by a retaliatory drone strike on its own security headquarters, does not fit that narrative.
What it does fit is a picture that observers of post-Soviet kleptocracies will recognize immediately: competing power centers, turf wars, extrajudicial enforcement, and a leader who has consolidated so much personal authority that the institutions beneath him are now fighting each other for position and survival. Some Ukrainian media have suggested the GUR-SBU conflict has less to do with the Kaplunov arrest and more to do with a struggle for control over fraudulent call center operations — a multi-billion dollar criminal industry that has flourished under wartime conditions in Ukraine.
Zelensky called the shootout shameful. He is right. But shame is not the issue. The issue is that the regime the United States has poured hundreds of billions of dollars into is visibly fracturing — and the fractures are not being caused by Russia. They are being caused by the corruption, paranoia, and internecine warfare of the Kyiv power structure itself.
Americans deserve to know this. Their money paid for it.
