Russian President Vladimir Putin issued a direct warning to European governments on Wednesday: continue seizing Russian commercial vessels and Russia will respond in kind — against Western ships, in any ocean Moscow chooses.
Speaking aboard the missile cruiser Varyag during Pacific Fleet naval exercises near Sakhalin Island, Putin called the European seizures of Russian shadow fleet tankers “piracy and robbery” and said Moscow had already issued instructions to the Defense Ministry and Pacific Fleet command to prepare for retaliatory detentions.
“Peaceful vessels, I want to emphasise,” Putin said of the Russian tankers seized by European navies. “And recently they have gone so far as to seize our vessels and sell property looted from us. Naturally, this is nothing other than piracy and robbery.”
The retaliation, Putin warned, would not be limited to European waters. “Not necessarily in the same waters where raids on our ships and vessels are being planned, but wherever we ourselves consider it necessary and appropriate — anywhere, including within the Pacific Fleet’s area of responsibility.”
What Triggered The Warning
The immediate trigger was a June 14 Royal Marines operation in which British commandos fast-roped from helicopters onto the sanctioned shadow fleet tanker Smyrtos in international waters south of the Isle of Wight — supported by HMS Sutherland, HMS Ledbury, and RAF aircraft. Britain is weighing selling the seized oil, worth up to £40 million, and directing the proceeds to Ukraine.
France has similarly detained Russian-linked tankers. The EU has sanctioned hundreds of shadow fleet vessels. Russia responded by deploying warships to escort its commercial shipping.
Pacific Fleet Commander Admiral Viktor Liina, briefing Putin aboard the Varyag, said Russian forces had tracked 1,001 vessels passing through Russia’s exclusive economic zone between April 24 and August 6 — 379 flying flags of “unfriendly states,” including 26 British and nine French vessels. “We have the capabilities to inspect and detain vessels from unfriendly states and their shadow fleet,” Liina said. “We are ready to begin tackling these tasks.”
What It Means
Putin’s statement is a formal escalation of the shadow fleet standoff into explicit maritime confrontation. Russia is no longer just evading Western sanctions — it is now threatening to mirror Western interdiction tactics against European commercial shipping, in waters of its own choosing.
The Pacific framing is notable: Britain and France are Atlantic and North Sea powers. Putin is signaling that geography is no protection — that Russian naval reach extends to any ocean where European commercial vessels operate.
Whether Moscow follows through is a separate question. Russia has not yet detained a Western commercial vessel. But the instruction to the Defense Ministry is now publicly on the record, and Admiral Liina’s declaration that the Pacific Fleet is “ready” gives the threat operational credibility.
No Western government has formally responded to Putin’s warning.
