Russia is now offering clemency to criminals who serve in the ‘special military operation’ in Eastern Ukraine.
The leadership of the Investigative Committee and the Ministry of Internal Affairs recommended that investigators offer the accused and suspects to sign a contract with subsequent participation in the SVO zone in exchange for the termination of the criminal case, reports Russian independent news outlet Baza.
According to sources, such recommendations were sent to the departments of the Investigative Committee and the Ministry of Internal Affairs of almost all regions of Russia a couple of months ago. Now, law enforcement officers must invite suspects and defendants to sign a contract with the armed forces. In exchange for this, the criminal case against them will be dropped on exonerating grounds.
According to sources, police officers must now also offer to go to the SVO and people under administrative supervision. According to the Base, law enforcement officers must report to management on the number of proposals and signed contracts.
In March 2024, the State Duma adopted a law that provides for exemption from criminal liability, as well as the cessation of criminal prosecution of persons who entered into a contract with the Ministry of Defense. In accordance with these amendments, the court deals with the release of punishment. Termination of criminal prosecution is possible by decision of the investigator (with the consent of the head of the investigative body) or the investigator (with the consent of the prosecutor). The amendments do not apply to persons who have committed crimes (or are suspected of crimes) related to threats to public safety, the foundations of the constitutional order and against the sexual integrity of minors.
