A trove of classified documents allegedly leaked by Air National Guardsman Jack Teixeira has led to the public revelation that the U.S. is closely spying on UN Secretary-General Antonio Guterres and is concerned about his engagement with Russia.
Several of the leaked documents outline Guterres’ communications. One document goes so far as to accuse him of “undermining” attempts to punish Moscow for its illegal invasion of Ukraine. The document also summarizes the Secretary’s communications with Russia regarding the Ukraine grain deal that reopened the Black Sea ports, according to a report by Zerohedge.

In order to broker a deal between Kyiv and Moscow, the UN agreed to facilitate exporting Russian grain and fertilizer, a move that was hindered by Western sanctions despite there being exemptions for agricultural goods.
The classified document states, “UN Secretary-General Guterres is taking steps to accommodate Russia in an effort to protect the Black Sea Grain Initiative (BSGI), which he considers a pivotal UN success and key to addressing global food insecurity, and his actions are undermining broader efforts to hold Moscow accountable for its actions in Ukraine.”
The document is believed to have been written in either late February or March before Moscow and Kyiv had reached an agreement to extend the deal on March 18. According to the leaked document, in early February, Guterres “urged Russian Foreign Minister Sergey Lavrov in a letter to renew the BSGI before its term expires on March 18 and Guterres emphasized his efforts to improve Russia’s ability to export, even if that involves sanctioned Russian entities or individuals, according to FSA-derived signal intelligence.”
In response to the revelation that the U.S. was spying on Gutteres, the Secretary’s spokesman Stephane Dujarric said that he is “not surprised by the fact that people are spying on him and listening in on his private conversations.”
“What is surprising is the malfeasance or incompetence that allows for such private conversations to be distorted and become public,” Dujarric added regarding communications contained in other leaked documents that outline Gutteres’ private conversations with his deputy.
