The issue of restoration of diplomatic relations of Russia and Georgia depends on Tbilisi, said Thursday the State Secretary of Russia, Deputy Foreign Minister Grigory Karasin. In August 2008, Georgia broke off diplomatic relations with Russia in response to Moscow’s recognition of independence of Abkhazia and South Ossetia. However, representatives of the new Georgian government, which came to power after the elections in October 2012, are trying to normalize relations with the Russian Federation.

Georgia cut all the diplomatic relations when Russia recognized Abkhazia and another separatist region, South Ossetia, as independent countries after fighting a five-day war against Georgia in 2008. Moscow maintains military troops in both regions still today, occupying more than 20% of territory of Republic of Georgia.
