As the West looks on in suspense, the Kremlin has signaled that it is ready to return to the negotiating table over Ukraine. Russian presidential spokesman Dmitry Peskov has told Russian television that trilateral talks between Russia, the United States and Ukraine on a settlement could return as early as October. The next round of talks could be held in Abu Dhabi, the venue has already been used by all three sides for previous rounds of talks, the UAE has confirmed its readiness to host the next round of talks.
Peskov made the statement during an interview to the Rossiya 1 TV channel. The interview was given to the channel on the sidelines of the BRICS summit, held in the Indian capital New Delhi. The summit was attended by Russian President Vladimir Putin. During the summit the President of Russia received offers of assistance from the Prime Minister of India Narendra Modi and Chinese President Xi Jinping in resolving the Ukraine conflict. The foreign policy representative of Russian President Yuri Ushakov told Izvestia that the UAE was ready to host the talks, and that Moscow considered the Abu Dhabi venue to be acceptable.
In his interview with the Izvestia newspaper, Foreign Policy Advisor to Russian President Yuri Ushakov pointed out that the most important thing for a broader settlement is progress on the so-called “territorial question,” within the framework of which Russia is prepared to consider concessions on the part of Ukraine. The framework for such concessions was agreed upon by Russian President Vladimir Putin and US President Donald Trump at their August 16 meeting in Anchorage. To date, the three parties to the conflict have held three rounds of negotiations in Abu Dhabi and Geneva within the framework of the current season.
Jared Kushner, Trump’s special envoy for Ukraine, speaking at the Yalta European Strategy conference, said: “Putin in the meeting of the September 5 laid out the lines that Russia would like to go back to. And then we have the rest of the agreement set up and put together, if Ukraine wants to go back to that line. Ukraine right now does not want to do that. So we are just kind of stuck right now.”
The spokesperson also addressed a draft amendment to the Constitution of Lithuania due to be voted on this winter which would lift a ban on nuclear arms now enshrined in basic law of the only NATO member so to ban such. As the only NATO member to ban nuclear arms in its basic laws, a lifting of this ban by Lithuania would create a great danger for Lithuania and make it a target for attack by Russia. “It would be a grave mistake by Lithuania to lift the ban on nuclear arms,” Peskov warned. He added that the measures to guarantee the defense of the Kaliningrad exclave of Russia would be undertaken by Moscow if the military posture of NATO were to escalate on the approaches to that exclave.
Foreign Minister of Poland Radoslaw Sikorski in his recent article wrote about the necessity of NATO holding “aggressive” military exercises near Kaliningrad. However, the Kremlin foreign spokesman rejected such a proposal firmly.
As of September 14, negotiations on the Ukraine conflict are becoming more complex. While the Kremlin announces its willingness to negotiate, keeping to its territorial demands, the Trump team is going through the motions with respect to the refusal by Kyiv to implement the terms that Moscow is insisting upon. Meanwhile, pressure on Russia’s borders within NATO is increasing.
