The ceremony was held within the framework of the military-technical forum “Army-2018” in the Moscow region of Kubinka, the document was signed by the head of the Russian military department Sergey Shoigu and the minister of national defense and army restoration of the CAR, Mari Noel Koyyara. According to Shoigu, the implementation of the agreement “will help strengthen ties in the defense sphere.” Koyyara believes that the agreement will be the basis for the training of the national Armed Forces.
“After all the events that took place in our country, our army is completely destructured.” Now our main task is to increase the fighting capacity of the army so that it can defend the national territory, so that it could protect the people, “Noel Koyyara said during talks with Shoigu on Tuesday.
“I think,” she noted earlier, “that the agreement that we will conclude today will become the basis for the preparation of our units,” reported Russian news outlet Interfax.
“On the territory of our country there was an embassy of the Russian Federation, and the Russian embassy never left the territory of our country during all crises…I also received education in economics in Russia and was in the first group of specialists who were trained in Russia,” Koyyara said.

The agreement is seen as paving the way for Moscow to step up training of CAR’s armed forces, reported The Moscow Times.
Russia’s growing military ties with CAR and its heightened interest in Africa were thrust into the spotlight last month when three Russian journalists were killed while investigating the alleged presence of Russian mercenaries there.
