The Russian State Duma has passed a law allowing the revocation of the citizenship of naturalized Russians, reports The Moscow Times.

The measure amends the Russian citizenship law and was passed after its third reading on Wednesday.

Russia has had a consistent problem with Islamic terrorism. Approximately one third of the country’s population is Muslim. Many of these terrorists move to the major cities from the hotbeds of Islamic extremism in the Caucasus, in south-central Russia and Central Asia.

Russia fought two wars with Chechnya, a Muslim territory, and bitterness still lingers. Many foreign fighters for the Islamic State migrated from Central Asia to Syria and Iraq, and some have returned.

In April, 14 people were killed in St. Petersburg in a terror attack on the metro. The bomber was originally from Kyrgyzstan and the law would have applied to him.
