President Donald Trump dispatched his two top envoys to Moscow Saturday with a formal peace proposal aimed at ending the war in Ukraine, and he says Vladimir Putin is not going to attack NATO territory.

Special Envoy Steve Witkoff and senior advisor Jared Kushner arrived in Moscow on Saturday morning to begin talks on the Ukrainian conflict. According to Politico, the US pair are on a weeks-long trip to the region to negotiate a peace deal with the warring sides, and are due to travel on to Kyiv. Ukraine has reportedly agreed to a temporary ceasefire from September 5 through 8, during which time it will refrain from launching drone attacks on Moscow and Russian energy infrastructure — with Russia agreeing to pause its own missile strikes on Kyiv for the same period.

Trump was direct about his assessment of Putin’s intentions. “I’m talking to Putin and I know him very well. He’s not going to attack NATO,” the president told reporters Friday. “He’s not going to attack because I told him he’s not going to attack.” Trump added that NATO’s large increase in defense spending — the direct result of his own pressure — changes the strategic calculus entirely.

That assessment contradicts the narrative underlying the military build-up by Brussels and London, which holds that after Ukraine, Putin will move on Warsaw and then Tallinn. Trump, who has met Putin personally and spoken with him extensively, disagrees with the current Western alarmist stance on this question.

The visit follows Trump’s signal last week that a second Trump-Putin summit was on the table — but only after a formal deal framework had been established. Saturday’s Witkoff-Kushner mission is designed to lay exactly that groundwork. Negotiations over the trip’s terms, including the temporary ceasefire conditions, involved weeks of back-channel diplomacy between Washington, Moscow, and Kyiv before the visit was confirmed.

No details of the peace proposal’s terms have been disclosed publicly. The Witkoff-Kushner mission represents the highest-level direct U.S. engagement with Moscow on Ukraine since the war began. The fact that both sides agreed to a mutual pause in hostilities for the duration of the visit is itself a significant signal — and the closest thing to a real ceasefire either side has accepted in years.
