Lynne Tracy, the United States’ new ambassador to Russia, arrived at the Russian Foreign Ministry in Moscow for the first time to chants of “war is a U.S. business” and “America is a terrorist country.”
Tracy was most recently the ambassador to Armenia and served as the Deputy Chief of Mission in Moscow from 2014 to 2017. She has replaced John Sullivan, who resigned from the ambassador position in September.
The Senate approved Tracy as U.S. ambassador to Russia on December 21, 2022. She and Russian Deputy Foreign Minister, Sergey Ryabkov met in Washington on January 24 to discuss problematic aspects of Russian-U.S. relations. Rybakov noted that thus far it has not been possible to find common ground regarding the issues between Washington and Moscow, but noted that talks between him and Tracy would continue in the future.

During her Senate hearings, Tracy confirmed that she supported Washington’s policy regarding Russia and reiterated her support of tougher anti-Russian sanctions.
Despite arriving in Moscow the day after Joe Biden announced that the U.S. would be sending a “significant” number of M1 Abrams tanks to Ukraine, which greatly angered the Kremlin and Russians, the U.S. embassy in Russia greeted Tracy with a warm welcome on its Telegram channel posting, “Welcome back to Russia, Ambassador Tracy.”
Staffing at the embassy has been significantly cut back in recent years leading to delays and obstructions with visa processing and other consular services. Between having an understaffed embassy, threatening chants on the street, and a war with Ukraine, Tracy will have no shortage of work to dig into.
