Kosovo, Serbia Dialogue Teams To Meet Amidst Contention Over Serbs-Only Association

The negotiating teams of Kosovo and Serbia will meet in Brussels on November 16 to discuss the issue of missing people, energy and free movement, the government of Kosovo has announced.

Government spokesperson Perparim Kryeziu said the two teams will be led by their top negotiators, Besnik Bislimi and Petar Petkovic.

Serbia has pressured increasingly Kosovo to implement an agreement signed in 2013 but declared unconstitutional by Kosovo’s Constitutional Court.

The agreement regulated the establishment of an association of only Serb-majority municipalities, granting them executive powers. However, the court ruled that no association can be endowed with the same attributes as the central government. 

Both the government of Albin Kurti and President Vjosa Osmani maintain that the establishment of an association with executive powers would be unconstitutional. However, Serbia’s President Aleksandar Vucic says it’s either that, or nothing.
