US Embassy in Moscow warns of a credible threat of a mass casualty event at Tsaritsyno Museum Reserve and advises Americans to stay away.

The credible threat of a mass casualty event at the Tsaritsyno Museum Reserve located at Dolskaya Ulitsa 1 was reported on October 31. The U.S. Government is currently working with Russian authorities regarding this alert. Meduza and The Moscow Times both reported the alert. Both outlets are former mouthpieces of USAID.

The alert tells Americans to avoid the area, to remain vigilant, and to try to avoid crowds. It also asks people to review their personal security plans, to keep their phones charged and with them, to carry appropriate identification, to monitor local media and to enroll in the Smart Traveler Enrollment Program.

The Federal Security Service of the Russian Federation is taking appropriate measures in connection with information received from US partners regarding a planned terrorist attack in Moscow, The Moscow Times reported citing Russian state media outlets. However, the FSB statement did not mention Tsaritsyno Museum Reserve and did not provide any details about the planned attack.

No attack at the reserve has been reported.

The Moscow Times reported that the Tsaritsyno complex was evacuated during a concert by musician Lilia Pechenkina. She was playing the last piece of her set when the loudspeaker announced an evacuation. Security told a reporter the museum reserve had been closed for technical reasons, Meduza reported.

A museum representative told the Telegram channel Mash that staff had no information about a threat and that the site was operating as usual, Meduza reported. The Moscow Times reported that the Telegram channel Baza said about 50 law enforcement officers were at the museum and that police cars were driving around the perimeter.

The Embassy’s message does not contain any information about who could be behind such an attack and how it is planned to be carried out.

In March 2024 the U.S. Embassy issued a warning for Americans to avoid large gatherings over the course of 48 hours in Moscow. The attack on the Crocus City Hall concert venue just outside of Moscow on March 22, 2024 killed 145 people, The Moscow Times reported. Russia’s spy chief Sergei Naryshkin later said the American information had been too general to identify who carried out the attack.
